Why did the Claude Code task list stop appearing?

Claude Code 2.1.233 stopped offering the task tools on Opus 4.8, Sonnet 5 and newer models. The changelog says setting CLAUDE_CODE_ENABLE_TODO_TOOLS=1 brings them back.

Do I need Develosaur if I only use Claude Code?
